Lightbulb Rear Bumper After-market Modification

Through friends sending me many pictures of C3's from various events around the world, I've observed a Rear Bumper mod. I think it looks clean, BUT, it is an aftermarket mod according to questions posted to the 'Porsche Archive Group.
*Quote* "these cars shown do not have provisions for license plate lights" ; "do not have aufprallgummi (impact rubber)" ; "which would mean they would not have been approved by German traffic standards" ; "and as such, they cannot imagine that they left the factory as shown and must most likely be modified".
And so sayth Porsche!
